The financing is supporting the EPC contract from Tecncias Reunidas associated with the modernization of Petroperu's 5Bn Talara's Refinery.

The transaction covered 99% by Cesce, is the single largest transaction ever approved and formalized by the Spanish ECA and such it constitutes a landmark for both Cesce and ICO (Instituto de Credito Oficial) that provides the CIRR (Commercial Interest Reference Rate) on behalf of the Spanish state. This is, as well, the largest ECA backed transaction ever concluded in the area.
